Project Overview
TRS Range Services (TRS) constructed the Range 1, Small Arms Training Facility at the FBI Academy in Quantico, Virginia. The project began with an open to wooded area that was cleared, graded, and fully constructed and landscaped by the TRS team. The overall project area includes 10 acres and includes the following components:
Site Preparation and Development
TRS was responsible for site clearage and updated modifications to the stormwater system. These modifications included replacement of 200 linear feet (lf) of below grade piping, stormwater inlets, and outfall improvements. Site development included the construction of earthen berms from ground surface to 18 feet (ft) above grade. TRS crews worked, graded, and compacted over 20,000 cubic yards (cy) of dirt to construct the impact and safety berms. The impact berm soil was screened on site by TRS in order to remove gravel and other course materials on the first 10 ft on the surface of the interior berm.
Range Tower
The 2-story range tower (262 square feet (sf)) is a painted concrete block building, utilizing energy-efficient heating and cooling, and washdown interior finishes allowing for cleaning. The second floor includes Range Master air-conditioned space with counter tops, targetry computers, and a public address (PA) system. The first floor, houses communications and targetry compressor and operating systems as well as brass storage, and double steel doors with security access.
60-Lane, 50 Yard Small Arms Qualification Course
The range construction focuses on utilization of existing site features to minimize disturbance of the adjacent woods and stormwater pond. Other concerns were reducing interference with adjacent range surface danger zone limitations to work areas. The final grades and range surfaces were completed to improve stormwater drainage and lead and brass management with an overall concern to minimize ricochets.
Storage Building
The storage building (210 sf) includes use of concrete block, standing seam metal roof, and steel double access doors on two sides; natural lighting is obtained from skylights. The storage building is used to store targets as well as other spare range supplies.
Shooters Briefing Building
The three-sided briefing building is painted concrete block, metal roofing with propane heating systems and circulation fans. Bleachers allow for training sessions and review prior to qualification sessions.
Toilet Building
The concrete toilet building (970 sf) uses energy-efficient heating/cooling and plumbing and includes men’s, women’s, and ADA compliant facilities. The lighting is controlled by occupancy sensors for energy efficiency.
Project Difficulties and Resolutions
Varying weather conditions over the course of construction proved to be a challenge. From an unusually cold and snow laden winter, to major spring rain events, to one of the driest summers in recent years, each situation required the team to adapt and overcome to ultimately complete the entire project in less than 13 months. Bi-weekly meetings and monthly schedule updates kept contract staff and end users up to date on progress and allowed for planning in making the range active for continued training.
Client Review Comment:
“This project was the most well-run project I have ever been involved in, in my 20 years in the Fed. Government. I would work w/TRS & Mactec (now AMEC) without hesitation in the future. Government threw huge chunks of additional work at Mactec/ TRS midstream of other base contract work & TRS/Mactec took it all without breaking stride!”
