Design-build services for renovation of the firing range located at the Middletown Police Department’s Dingwall Horan Training for Law Enforcement Facility at Mt. Higby Water Facility. The project consisted of renovations to the outdoor firing range, as well as construction of an indoor shoot house facility. Phase I included full demolition of existing target systems and berm, followed by reconstruction of the range with enhanced safety, performance, and environmental features. Scope included construction of engineered earthen berms, installation of ballistic concrete wall systems, range lighting and electrical infrastructure, and concrete flatwork.

A key component of the project was the installation of a granular rubber bullet trap with an integrated stormwater filtration system. The range was also outfitted with a new target system and sound-absorbing wall materials to mitigate noise impacts.

Phase II consisted of a multi-purpose training facility to support advanced tactical training.

This project required close coordination with municipal and federal stakeholders, adherence to strict safety and environmental standards, and phased execution to meet budget requirements.
